Sutton-in-Ashfield, Nottinghamshire born wing half Billy Powell played for Retford Town in 1922 and Sutton Town in 1923 before joining Second Division Sheffield Wednesday, for whom he made his Football League debut  at South Shields in October 1924. He made 22 appearances for Wednesday during his debut season but never got the opportunity to play for the first team again at Hillsborough before joining Grimsby Town in May 1927.

He soon established himself as a reliable performer in The Mariners’ first eleven, playing 37 times during their 1928-29 promotion campaign, when they were promoted to the First Division as Second Division runners up, Powell scoring once, a penalty, in a 1-1 draw at Blackpool on Boxing Day. However with Grimsby in the top flight he only played a further 8 matches bringing his total appearances for them to 81, before transferring to Southend United in the 1930 close season. He made a single appearance for Southend in a 2-4 home defeat to Crystal Palace at The Kursaal in August 1930 before returning to Sutton Town in 1931.
