Warrington, Cheshire born inside right Tom Fenner began his football career with Warrington Juniors in 1923 before joining Third Division (North) club Wigan Borough, initially as an amateur, in May 1924, making his Football League debut at New Brighton that December. He scored 6 goals in his first 9 matcbes in his debut season, establishing himself a regular place in the Borough team from the summer of 1925 and by the time he was signed by Second Division Notts County in February 1928 he had scored 39 goals in 97 appearances at Springfield Park.

At Notts County he second top scored in 1928-29 with 18 goals, and after their relegation in 1930, his 22 goals in the 1930-31 campaign again saw him second top score behind Tom Keetley as Notts County won the Third Division (South) Championship at the first time of asking to return to the Second Division. After 5 and a half years which saw him score 70 goals in 163 appearances for The Magpies, he joined Bradford City in November 1933, scoring on his debut in a 5-1 win over Bolton Wanderers, but not playing again that season (presumably due to injury). He returned in August 1934 and scored 2 further goals in 6 appearances in the autumn of 1934 but then retired from professional football.
