Blackburn born winger Joe Campbell joined Heywood United after the First World War in 1919 before signing for Oldham Athletic in August 1920 but failed to make a first team appearance for The Latics, moving to Wigan Borough in May 1921. He made his Football League debut at Nelson that August and had 7 outings for Wigan  before he joined hometown club Blackburn Rovers in February 1922, but again he failed to get into their first team and was released to join Rochdale in August 1922.

Playing 22 games in 1922-23, he stayed on the fringes at Spotland for five years making the last of a modest 35 appearances for ‘Dale in February 1927,  scoring once in a 2-0 win over Ashington in December 1922, before he moved to (by then non league) Stalybridge Celtic in the 1927 close season, going on to play for Morecambe in 1928 and Great Harwood in 1929.
